A mid-east country envisions a Data Enabled Smart Nation with focus on Data Consolidation, Data Security and Data Monetization. Using Data for creating better avenues for efficient Citizen services, smart governance and securing data.

Multiple departments, functions and ministries collect data. Only a few use the same for Analytics and use the outcome. Also there is lack of Technical and advances analytics skills in each departments. Data Security is also a primary concern with data being stored and used by many users with much of a Data Governance.

To create a Centralized, focused and technical advanced Centre of Excellence for Data Analytics and Data Management with Hybrid model - On-Prem and Cloud. The CoE with complete set of capabilities (People, Processes and Tools) having advanced and emerging Technology tools managing entire lifecycle of Data Management :

  • Data Acquisition
  • Data Analytics
  • Data Dissemination
The center to be staffed with best of breed skills and tools will also be an authority on country data governance, procedures and policies in tandem with countries’ Data laws and guidelines

Engagement Process

  • Requirement gathering - conduct workshop with multiple departments, functions and organizations across the federal government 1
  • Benchmark study - identity and select top 5 global similar functions, study their processes, conduct 1-on-1 discussions 2
  • Define Services to be provided by CoE, finalise with client and stakeholders by conducting internal and external workshops 3
  • Create and develop use cases for every service defined 4
  • Define Technology architecture with focus on Data Acquisition - Data Analytics & Data Dissemination. Workshop with multiple IT focused functions across different departments and functions 5
  • Plan for PoC/Pilot of some key technology areas - recommend solution vendors and providers 6
